Why don't these people look for job?
Many homeless people already has a job.Despite having a job, people still can become homeless.
The poor economy affects homeless people, Too. With a rising jobless rate more people are becoming homeless and homeless people face tougher competition for jobs.

I have no idea about your point is in Japan or abroad, however in Jaoan, I think they don't have enough oppotunity to get jobs. I heard that homeless people cannot get job because of their not having the specific houses. Also, to get a house, they have to work and earn. Ths is contradiction, so I think that's a spiral.
